It would have to be a perfect blue versus a less-than-average rare. But an average rare is only 11% more drops than a perfect blue.

Guys i think the game design is balanced with lvl 100 toons in mind. What i mean is that min/maxing exp and loot alike should be looked from the perspective of a lvl 95+ toon.
I am new to the game only 2 toons above 90 but what i realised on my two leagues here is that exping to lvl 100 is a tough job. It took me i think 20-30 maps (t9-t12) to get to 90 or 91 but from then onwards it needs heck a lot more... Around 50 maps for level 93 and i need around 70 maps for 94... And we are only on lvl 94 yet... And probably not even 150 maps wont be enough to get from 99 to 100 if only farming gorges ... Now that is a good thing or a bad thing i dont know a tough thing for sure. Should it be easier to reach lvl 100? I doubt it as there are still peps that can get to lvl 90 in a single day and we have peps reaching lvl 100 in under 10 days in the league... But thats something for another thread.
So if someone in order to accumulate the second half of exp to his Golgotha for lvl 100 needs to run 1000+ maps we should have these sort of numbers in mind in order to get our samples from.
OP did a splendid job illustrating the chance for a map to drop in relation to Iquantity. They can be tweaked further but i dont think they are far off from the real values from what i 've experienced thus far.
So having in mind 1k-2k map runs we can calculate what is the effect of the multiplicative bonus on Iquantity for map drops and each for his own can get his optimal "map route" for Atlas. Although i think that getting close to the 100% bonus will not be needed (nor will be optimal), on the other hand specialised routes that unitilise a bonus of less than 25% i believe will be losing out quite severely.
