Vulnerability vs Punishment

Hello I have a question whether Vulnerability or Punishment would be a better curse to run for my Build.
My build is your typical cyclone build but i also run herald of ash and spec'd into some increase fire dmg so not sure if the damage over time from Vuln would outway the flat increase from Punishment, not sure if ones just generally better then the other. any suggestions thanks.
