Brazilian gateway (constant 150ms)

I am getting a constant latency of 145-150ms while playing through Sao Paulo (Brazilian) gateway. When the current 1 month events started I played the HC one for a couple of days having 35-50ms, then suddenly it went up to 150ms and never went down again.

I tried to reset the router and to execute ipconfig /renew and what not, but still the latency is bad.

Can you guys check this or advise me what I can do to try to solve this problem?
Now that I know what it is like to play without desync, I can't go back to predictive mode.

My ISP is called NET Virtua, it's via cable, 10mb/s download and 1mb/s upload. Playing from Brasília, capital of Brazil, not too far from São Paulo (where the datacenter is).
