~~Constant FPS Spikes/Dips

Basically the game should play perfect at over 200fps but for some reason PoE will drop down to 10fps randomly, really jittery and inconsistent gameplay.(good luck hardcore players)

My computer is much nicer than most and play any game at high settings, never have I had so many problems...
All my drivers are up to date, fresh install of windows and the game.. everything is fine with my pc and internet. (high quality internet)

Can anyone give me a fix?
