Herald of Thunder dont Proc

i'm a Incinerate Scion, and i'm using HoT-CoH-ele weak in a Three Dragons Golden mask and the HoT doesn't proc at all. I just don't shock the enemies. Is this a bug or i'm doint wrong?

Incinerate doesn't have a base critical strike chance and you don't have any chance to shock, so you are never shocking enemies.
