Master crafter not applying dexterity [2.995.179.300]

I added +29 dex to my shield through the armour workbench in the hideout. However the dex modifier is not added to my character.
When I take off the shield I can see that the dex doesn't change, and since I did it in order to use another weapon. I can also see that is doesn't work as it turns red when I equip the weapon, even though the +29 dex is more than my old weapon which only add +17 dex.
