Flat line latency/disconnects

Using the california server (typically 90ish ms latency). Last few days have been unplayable for a friend and myself due to latency spikes/disconnects. http://pastebin.com/7XcjfKJP Here is a trace route while latency issues occur in-game. http://i.imgur.com/2pCUtLx.png link of flatline happening. No other internet troubles while this occurs: Skype quality does not degrade, speed tests seem normal, trace route even shows "normal" latency levels.

Have called ISP provider about issue, they don't have any answers for me. Hopefully this is an issue on GGGs end and can be resolved. Both of us are in the same city, with the same canadian ISP provider.

A few months back we had better latency levels (~60ms), and now we have a consistent ~95ms. I can handle the higher levels, it's the flat lines at 600 and disconnects that are making it unplayable. Please help! Appreciate any help someone can provide.
