Question to GGG Staff about a RMT'er

Why is that guy [Removed by Support] still allowed to play this game when he is a proven RMT'er , when even he said it himself that he was/is selling orbs and items to pay his bills, rent and etc ..
[Removed by Support] and probably getting stuff to sell for real-life money .. Didn't he got banned for RMT-ing once before or im wrong ?? Why do GGG allow this ??
