How do players increase their chance of getting those gg weapons?

Like super critical daggers..
Like super dps 2h..
Like gg spell dmg+crit wands..

An infinite amount of monkeys with an infinite amount of type writers with an infinite time will eventually recreate Shakespeare.

It is just a matter of rng, like a loto you need to run 5-6 useful mods on your weapond and not useless one: typical physical weapon need : %increase physical dmg, add physical, increase att speed, increase crit chance, increase acturacy.
