Cut Throat League

Is there a permanent Cut Throat league ? Or is it just a temporary event?

temporary event, they had planned to have a perma league but implementation of even short duration races was problematic enough that you rarely see it, last i heard they were thinking possibly to do upto a month cutthroat if shorter duration ones proved popular enough...even then there are still fixes needed.
