Disconnecting while downloading the game

While using the launcher I have severe issues with my internet connection. While the launcher works fine and keeps downloading the game, all other applications have problems accessing the internet and disconnect, probably because the launcher is using every bit of bandwith available. is there a way to limit how much bandwith is the downloader using?
