I think you were able to roll 4% at the beginning, but it was fortunately removed. The amount of some bonuses you can get on the tree is heavily restricted, radius perhaps not so much as life regen, but it's still very rare.

We might get a unique jewel with a bit of radius at some point, currently there's only one with radius while unarmed and the one with +1 attack range for cyclone. Personally, I'd like to see a unique jewel which adds radius per dexterity allocated, right side of the tree is very slim there.
