Doryani's leech local or global in beta?

Hi guys,
I wante dto ask if the leech on the doryani's items is still global or local now?
WOuld be pretty shit if you couldn't get leech from the sceptre...
Noone seems to know if the mod is local now or global.
Anyone in beta with a sceptre who knows if the leech still works with spells?

I've seen casters crafting ele leech on wands so I'd say it works, it doesn't say 'attack damage leeched' so it can't really be local.

It would have been big news if it was changed, so atm there is no reason to believe it isnt global.
