Skeletal Beast wrong spawn location

The Skeletal Beasts in the screenshot are not yet active. They are the ones normally on a platform, jumping off when you get close. When I got close, they did their animation. They are however not on a platform and seemed randomly placed here. I forgot the '/bug' command. It was in a Vorici Daily mission.

Was it a fracture map? When you kill fracture monsters, new ones appear where the monster died.
