My artic armour drains more mana then stated

Hello i the following problem i currently have aa lvl 7 with inner force leading to a total combined mana drain of 95.8 while moving according to the wiki while having a mana regen of 100.4 which should result in +4.6 mana/sec but instead i loose mana as soon as i start moving and of curse i dont cast any skills while moving the only thing i have active are herald of ice purity of elements and clarity so why is my mana dropping

You also have Devotion which is not a part of Inner Force that increases your mana drain.
