Question about bleed and poison w/ support gems

Is the bleed/poison status ailment a consistent number based on the 10% incoming damage regardless of duration, or does it change alongside said duration?

Most commonly in other games you'll see tick = damage/seconds and the mechanic worked in such a way that reducing the duration upped the damage by a large amount. But I haven't found any documentation on the wiki or otherwise to support whether its a consistent number or affected by the duration.

Damage over time in PoE is specified as damage per second instead of 'x amount over y seconds'. Tampering with the duration will affect total damage taken but not how fast it degenerates.
Wish the armchair developers would go back to developing armchairs.
