weird 1/4"x1/4" window popup during game

So a few times now this has happened...


I am not sure if it is cause by a glitch or my button mashing, but it completely prevents me from typing in game until relog. the small popup window appears, it has a dock, a text field, and a green refresh button. Everything I type is shown letter by letter in text field of this small window, and it translated vertically into either korean or mandarin. Not sure if this is a function of my kebord, or an artifact left from the porting of the game....

Anyone else experience this?

When it happens again I will take a SS
