Her name is Rikku, from Final Fantasy X and X-2.
Aaaand favourite female antagonist I think would be Inspector Fox from the Sly Raccoon series!

It's a tossup between Amata (Fallout 3, first girl you really talk to) and Mechromancer (Borderlands 2 expansion pack).
