If a life based caster wana craft his own shield with this piece, u should leave ilv information since T1 spell dmg need ilv 79, and i rly doubt about that...

If not ilv 79, I suppose nobody gona buy it with more than 10 ex, as its not worthy to craft any further.

Then the only way to make it more valuable is gamble with yolo exalts in the hope of getting high spell dmg mod, which may turn it into garbage at very high chance. not worthy as well
