Beta Installer Connection Failure

I have no idea how to fix this. I've tried everything, Restart my computer, Restart my router and modem, run the application in administrator, run the application in compatibility, Open all ports for POE in my firewall, turn off my firewall, Run pack check, repair the install, uninstall/re-install. Nothing works. It keeps downloading the program until somewhere between 30% and 80% i get an error message saying my connection failed and it stops. when i try and reopen it, i get checking resources for hours. Am I missing a fix? My regular POE downloaded just fine. Its only happening with the Beta and I'm really starting to get irritated.
