Returning player, need help!

So I'm trying to get back into the game (haven't played in a while), and I have this lvl 76 scion with no skill points spent. I had been following http://www.pathofexile.com/forum/view-thread/703843/page/1 this build, but I'm not sure if it's up to date. I have most of the equipment in order to get back to it, and my economy is really bad. Can I still pick up this build, or should I just roll another toon?

The build guide's title says "1.3.0...stronger than ever" so if I had to guess I'd say it's still viable.
