In terms of software development, each decimal place indicates a step to the minor of a release.

For instance,
Version 1.0 is a major release
Version 1.1 is a minor, but probably significant release to augment version 1
Version 1.1.1 is probably a set of bug fixes for version 1.1

Version 1.4 would indicate a significant release, but not an entire new version of the product.

Version 2.0 implies an entire new version of a product

Think about Windows. Windows 8 was an entire new version of Microsoft Windows. 8.1 was a major upgrade, but not an entire new version.
