Dominus human form immune to culling strike in scepter of god

No matter how many times I kill him. I always have to take his human from life to zero, even though I'm using a weapon with culling strike on it. His second form (dominus ascendant) dies to culling, but his first form does not.

Would hazzard a guess that it's because you are not killing his human form but triggering his second form (he dose not die just changes)
