when i enter my login and password i still get a message that the realm is down for maintenance. (client has patched)

same, standalone client works fine but steam client is fucked and keeps updating

Same problem here. Client updates, game starts, says there is a new patch and I need to restart and back to updating.

Have you tried verifying the game files?
Right Click POE in Steam > Properties > Local Files > Verify That usually works for me when this happens. EDIT: Or it could be that the patch hasn't properly pushed out to the Steam Server you're connecting to. Having the same issues, tried verifying game files, still not working.
