Are Quill Rain Builds Still Viable?

I recently returned to the game after over a year away, and I remember Quill Rain Marauder builds were pretty popular when I left. I've looked through my HC stash and found a few nice items, one of them being a perfect copy of that bow.
Is it still viable or did the passive tree and skill changes make it garbage? Highest Character: Level 92 86% Block/Static Strike Champion - Abyss League
I get bored of the grind around 90, probably won't ever get a higher character. |

Yup, EA Quill Rain still very viable and I think much stronger than before.
