You quoted an older version. But yeah, way too abuseable on uniques. don't know about the usefulness magic items though (much easier to use on magic than rare anyway).

has a use as a mid tier item for min max builds, x2.5 of %increased phys/spell damage orcrit chance on a staff can be good enought to compensate the drawbacks, other options could be all ress from shields or flat damage on rings/ amulets on a facebreaker build.
