How does one make a rare item with only one mod?

A thing I'm pretty curious about.
Apparently it is possible to make items like this: http://www.pathofexile.com/forum/view-thread/1195616 That's Lapiz's build guide for his ele shadow for LLD. If you look at his gear you'll see his chest has one mod, and 5 master crafted mods. Anyone have any idea how to do this? Theorycrafter/Build Creator for PORTAL guild

Master mod, remove master mod when yellow.

Didn't know you could master mod a white item and make it blue (tested it myself after your post).
Good to know this isn't as expensive as I thought it might be. Solution found: 1. Add master mod. 2. Regal 3. Remove master mod. Theorycrafter/Build Creator for PORTAL guild
