American Gateway Latency issues

Recently everytime i log in around this time, and log into my character, i can move around but when i click my stash or an NPC, it takes for ever to come up. Here is my MTR report. Would like to know whats wrong thanks. Also i noticed this only happens in the night, during the day it works fine.

Although the MS doesn't seem high enough to really produce the results you're describing...?
