Not technically correct. The spell has no listed crit chance, and it cannot crit. If you somehow make your Raise Zombie spell hit something, it will not be able to crit on that hit (unless assassin's mark or an "always crit" effect are in play).

The Zombie minion created by the spell uses it's melee attack, which has it's own crit chance, but it is not the spell, and that distinction is important.
