Spectral Throw Crit Life Armor Build Help?

Hello everyone!
Since I am not that good with making builds I want to know if someone of you could tell me how good or bad this build would work for Hardcore. It should focus on getting crit chance and survivability due to evasion notes converted to armor with Iron Reflexes.
