Help with Spectral Throw build

Hey everyone,

Thinking about trying out a Spectral throw build for the first time as a sub farming class. Looking for a cheap spectral throw build that can do all content and I think I've found one, however I'm not sure to roll it with a scion or a ranger?

When looking at the stats they are pretty close, the big difference I can see is

Scion more projectile dmg / elemental dmg

while the Ranger has more movement, life, and has a higher evasion %

Not sure if this will effect the gear at all or not. The scion does have more strength / int but less dex, while the ranger has a large amount more dex.

Any help would be greatly appricated
