Rules around using multiple clients?

Can anyone tell me them?
Are you allowed to use two clients on one computer e.t.c? |

Additionally, you must control them individually, no software/hardware that would allow you to control them both with a single function.

What if they are two separate accounts? I have a brother who also plays this (he introduced it to me too), but we both have separate accounts linked to steam; he has his account and I have mine.
