Crafting physical wands

Hello!
The main reason of my post is a question: how to craft physical wand with masters, since there is no way to add bonuses to wands with vagan. Before the 1.3 patch it was possible, but what about now? are those all crafted wands with phys added/% from vagan are legacy by now? Or is it just a bug or something else. Please reply to me.
