Where and how best way to get? I can pay 18EX for such chroms.

The going rate in Standard is about 200 Chromatic to 1 Exalted, so you'll need about 20 Ex and who knows how much time in trade chat. Why do you need so many and that exact amount?

The actual ODDS of just using Chromatics for that are actually just slightly better than 1/6,000. (specifically, 1:5992.1)

However, if using Vorici, the best results would be to run it through him, selecting "will guarantee 2 blue sockets." This will cost 25 chromatics each time, and take an average of just over 100 attempts, for a total cost of 2,739.4. Yes, the outright ODDS are higher if you just take "will have at least 3 blue sockets," coming in at 5.35%, but the 285 Chrome cost per means the total cost will average to 5,325.9 orbs.

Just making sure you're absolutely sure what you're up against.
