Latency issues recently. [Solved, see last post.][winmtr and plot]

I've been having stability issues lately and can't seem to find out why.
Tried reseting router, changing my dns, flush dns cache.... and I always get these lag spikes 200ms and more, then drop back down to stable 40-50ms. The problem is this gets worse over a small period of time in-game. Cannot do maps, cannot do master missions from constant disconnects. Ping will gradually go to a flatline.... sometimes hover at 200ms, others over 800ms. This is one MTR and ping plot from one instance server.

There's some packet loss here occuring between your system up to either your router/modem, or your ISP's box on the street. To start with, I would advise checking your Antivirus/Firewall/Router programs are not interfering with Path of Exile's connectivity, turning off any unnecessary programs on your system and using a wired connection to your modem/router.
Do you share your connection with any other users such as work colleagues, flatmates or family members? Do you experience these latency issues with instance transitions, in any particular areas, or during any certain times of day? Need Support? support@grindinggear.com.

Connection is shared, however, the latency issues happen regardless if the other computer is on or off.
No issues with instance transitions. Happens with any instance really. I can afk in town or my hideout, occurrence is still the same. I'll check if there is any time of day that is worse than others, but I doubt that's a problem. I'll update this later with more results. "The absence of evidence is not the evidence of absence."

I fixed it, for most of the time.
This prevents most disconnects, however there are still random spikes here and there. You want to know what it was? It wasn't the fact I'm using PeerBlock, Zone Alarm, Private Firewall 7, Net Limiter, and Anti-Virus programs. It was Windows. ... ... ... How you ask? Network performance throttling There is a registry key in Windows Vista Sp1, Windows 7, Windows 8, etc... that all have this. Google: windows 7 network throttling The fix I did was registry tweak. If you perform this fix, backup your registry beforehand. Export.
