Hybrid Cyclone CoC Discharger - Looking for Feedback

Hey all, I'm a new player and was trying to plan a skill tree for my next build. I was thinking I'd go with a dagger/shield, voll's protector, cyclone cast on crit discharger. Any suggestions/feedback/critiques would be appreciated. In the case of a critique please explain (keep in mind I'm new). Thanks in advanced :)

The first thing I was thinking of was, will this be enough accuracy, and if not what would you change to shore it up?

If you are new you shouldn't plan a build around 120 points.

Focus on something more realistic 100p (110 max).

To avoid issues with accuracy you can wear a vagan dagger (alawys hit).

You don't need adders touch.
IF your ES > life pick ghost reaver.

You can try The Vertex (50% reduced cost) to sustain your cyclone

Example: cyclone + coc + discharge + warlord mark
Cyclone (28 mana) * 1.4 (coc mod) * .5 (vertex) = 19 mana / cyclone - 16 from the rings = cyclone for 3 mana

With life leech the cost would jump to 10 mana /cyclone
