Vaal cyclone can't be used, why?

I cannot use the skill Vaal cyclone and I don't know why. I posted my gear, does anybody have some clue?

(Vaal) Cyclone is a melee attack, you need to equip a melee weapon for it, not a ranged weapon like a wand. 3.5 build: https://www.pathofexile.com/forum/view-thread/2299519
