Sorry to hear you're having this issue. This problem's might be indicating that something's blocking the connection or causing it interference, so some of the first solutions we might look at would be the following:

• Please check antivirus and firewalls, maybe try temporarily disabling them to see if that helps.
• Try running the game as Administrator, by right clicking the shortcut and going to "Run as Administrator"
• Make sure your connection's stable - if using wireless then try with an ethernet cord to see if that helps

Otherwise please provide a WinMTR test for us while you're trying to connect, as it helps narrow down where the cause of this problem is. Thanks.
