Hello , i'm new and i ask me if is it normal ? .. I'm level 17 and the monsters are allways underlevel of me. Thanks !

If you fully clear each area it'll be very easy to get under leveled for the early stages of the game. Later on it'll slow down a bit and monster levels can catch up depending on your progression speed.
