Does local weapon IPD% apply to non-local flat phys? (win currency)

I am reading contradictory stuff.

I know passives/other phys modifiers work on an iron ring but would the 1-4 flat phys be affected by a weapons 150% local IPD?

Secondly does increased melee phys damage work (passive and gems) on the flat component?

Will gladly give chaos orbs for a convincing answer with source/evidence on Rampage.(or 5 exalt on standard)

Local Physical damage on a weapon only applies to that weapon.

Increased melee damage will boost any melee physical attack damage done, including flat damage on gear.
added flat phys damage from gear (outside of weapon) is not affected by local % increase on weapon. It is added on top of weapon damage, then all applicable global modifiers from tree, gear (rustic sash), or gems apply
