Looks like its up again, sorry for wasting your 5 seconds of looking at this thread!
Singapore's had very, very high latency lately (the last 7 days at most, I estimate). There's literally a pause between clicking on an item in my stash and it actually being picked up.

I'm also seeing spikes of between 500-900 ms, though it hovers around 150-200.

Of course, the other servers are much worse for me (I live in Japan).

Has anyone else noticed this issue lately? The lag reminds me of the first time I tried to play D2 USEast from Japan back in 2006.

Yes i have been having this problem as well, usually playing with around 5 - 15 latency. lately i've been getting latencies between 300 - 450 ms, but that seems to be only on specific servers on the Singapore gateway, sometimes i still get the 5 - 10 ms latency but it seems to be getting rarer and rarer these days.
Yes, I'm also getting the same problem for the past week.
Was playing in the Singapore gateway for more than a year without any issues (avg 15ms).
But now, I'm getting 400-500ms on some instances, and 15-20ms on others.
It is quite random as I move between instances.

Another Singapore gateway player here echoing the same issues encountered.

Instances that I have created can randomly be at 10+ms or 200+ms or 400+ms, with the latency sustaining until a load screen occurs.

A curious observation is how I can portal out and go back into the same instance encountering one of the 3 random brackets.
Same, I'm on singapore server.

Usually around constant 30-40ms, but when I zone in to different town/instances several times the ping will jump to 300-500+. That's playing alone, no parties if that helps.
I play exclusively solo as well, for what it's worth to the devs--who are apparently working on this problem, as all of my instances for the past couple of days have been averaging about 100ms again, which is as good as I've ever gotten.

Thank goodness: the game is once again playable.
