Civ's Hyaon's Fury CoC Discharger

I'm trying to create a Hyaon's Fury discharger. I'll make a guide if it turns out somewhat decently. Any input would be appreciated.

The concept:
Hyaon's Fury has a low crit-chance but can give you huge amounts of elemental damage. To generate power charges with a low crit chance we will use Romira's Banquet. We will use Blood Rage for frenzy charges. We will keep our crit chance around 15% so that we usually discharge after building up a number of charges. We will stack attack-speed to discharge faster.

The decisions:

1. CI or chaos resistance to sustain blood-rage?
2. What kind of defences should I get?
3. Can I get spell-crit along with the other stats I need?
