I think image says all.
Portal Gem which is IN the wand IS SPELL.
So it gains +1 level from the wand.
Wand has no lvl req, but with Portal lv2 it has.
Why? There should be removed lvl restriction when Portal gem is lv 2.

+Gem Levels never has an effect on Level requirements - that's why you can still use a Gem in a +1 item even if you barely hit the base level requirements.

The Portal gem does remove the level requirement if you corrupt it to level 2.

There is a difference between what things are and what players should expect.
Things of a higher level or quality should have higher requirements.
So "snotty" would not be the applicable word.

As the portal gem wiki says: http://pathofexile.gamepedia.com/Portal
"It is possible to gain an additional level on a Portal gem by applying a Vaal Orb to it. At level 2 (Max), the level requirement is removed but there are no other changes."
So what i mean, if gem is lv2 there should be no lvl requirement for Portal gem (and only for portal).
But IT IS on lv2 because wand is giving +1 gems in this item.

One of two cases is true:
1. Only a real level 2 Portal will have no level requirement. Supporting it up to level 2 won't work.
2. It is a bug and GGG should be notified. Clarification from GGG would be nice.
