Reduced Mana lvl 21 doing same effect as lvl 20

The clue is in the last line; a 60% Aura does not prevent a 40% Reservation from functioning. This is in the activation stage, long after the final cost/Reserve is calculated.

Previously, each Reserve would check against your Maximum Mana separately. 101 Mana, 60% Reserved: 101 * 0.6 = 60.6, rounds to 61. 40% Reserve: 101 * 0.4 = 40.4, rounds to 41%.
61 + 41 > 100%, doesn't work.
Under the current system, it adds both Reserves and applies it as a single value: 60+40 = 100, 100% of 101 Mana is 101 Mana Reserved.

A level 21 Reduced Mana is useful only if you are using it with Blood Magic, or using it with Clarity.

It's expensive because if you are going low-life, a level 21 RM + level 21 BM in a +1 to all item allows you to reserved two 60% auras on life. The people who need to worry about that are obviously loaded so 5ex are willing to pay for a level 21 gem that has limited uses.

Don't see how this is more "fair" - it would just suit your purposes better because you happen to have a better item. It applies the same way to everyone and thus it is fair regardless of how it works, and the fact that it rounds down from 42.6 to 42 at level 20 is very nice for most people.
