Can this mod be added to any weapon, regardless of iLVL?

No it can only be added to 1H melee weapons.

Don't understand your question. A rare item can have 3 prefixes and 3 suffixes. The signature mods count as a prefix which means you can get only 2 more prefixes on a rare. When the item is just magic, you can only have 1 prefix and 1 suffix. Those are really easy to figure out since it will be in the name: Prefix item of Suffix.
