when did they nerf vaal regalias

with the big 1.2 patch. they simply forgot to mention this in the patch notes. (LOL)

its quite hilarious how many ppl before the patch thought CI is gonna be overpowered, which is why GGG nerfed some of them %ES notes on the tree after they published the first outline of the new tree and got negative feedback.

Yes and yes. Now, flaring is just as hard to hit as tyrannical. Sad life :(.

I think what they did was made it so that quality is no longer multiplicitive, instead additive, on ES items. The values did not change, which made it a ninja nerf.

Correct, but on all armour actually, not only ES:

It looks like the following note was missed in the preparation of the patch notes:
Quality on armour is now additive with other bonuses. Previously armour quality was multiplicative with final values. This is now consistent with how weapons work.
