"Create a Hideout" can't be clicked

After medium hideout level requirement dropped to 5,
while already having 3 masters in hideout,
the "Create a Hideout" of any masters in town cannot be clicked (all of them level 5), despite it is white texts.
only functional after one of the master kicked from hideout with 2 left inside.

Is this intentional?

Let say I have Catarina, Vorici and Elreon already in a hideout.
I went to Haku... "Create a Hideout" is available but can't click, no error either.
But I just want to move to Haku's hideout without swapping masters and losing their exp...
