poe's history is one of massive power shifts as ggg tries valiantly to control the massive creature that is poe meta game.

You don't think the power shifts are intentional to keep people from getting bored? I have a hard time believing they don't know from alpha testers what the prime builds are going to be with each expansion. A couple times a year they buff some skills and nerf others to keep people making new builds. They even make build of the week videos to make sure enough people know which are the powerful builds of the season.

Compensate for the damage elsewhere. It would emphasize precision and effect at the cost of ferocity, and can be useful to Iron Will casters as well. Flavor-wise, it seems appropriate, since it would genuinely change the Marauder into something he previously was not (rather than being a bandaid for something he was to begin with).

It's a buff with minimal drawback, so maybe place it as the end of a mini-wheel with three leading decent-but-not-great nodes. Perhaps something unprecedented, like [+1, +1, +2]% increased strength.
