Don´t trust your Windows device-manager when it tells you your GPU-driver is up to date.
I always thought my fps-drops which occured every few seconds wouldn´t be caused on my end, because my setup is fresh and fine. I was wrong. I had some 12.x driver-software, while the current one is 14.x for my AMD Radeon HD 7800 Series. Only got to knew that after i manually checked for updates. Installed new driver, fixed the problem.
