With the up-to-79% IPD on Tora it's easy to get a 250 pDPS Harbinger for example, which is more than decent. I did buy an Harbinger with a decent flat phys + a little bit of AS for 3c, crafted % with Tora, I now have an around 250 pDPS bow for 5c total. It was impossible before that. It's already pretty good.

It was announced well before launch that the ipd shown in the trailer/screenshot would not remain. I'm sorry that you didn't research further but congratulations regardless.
